This new qualification criteria, also known as “flexible eligibility”, allows Local authorities to make declarations determining that certain households meet the eligibility criteria for a measure under the ECO scheme.


The “flex eligibility” can be based on whether your household’s gross income falls below a £31,000 threshold OR if there is someone living in your property with any medical conditions that would fall under these categories:


Immunosuppression, Cardiovascular Condition, Limited Mobility and Respiratory Disease.

No means tested benefits are required for Flex it is based on the energy efficiency of the property and the householder(s).
